{"id":974,"date":"2019-05-27T13:08:00","date_gmt":"2019-05-27T12:08:00","guid":{"rendered":"https:\/\/www.atmoterra.com\/wp\/?p=974"},"modified":"2019-08-27T20:55:42","modified_gmt":"2019-08-27T19:55:42","slug":"expertise-h2020-services-climatiques-pour-afrique","status":"publish","type":"post","link":"https:\/\/www.atmoterra.com\/wp\/expertise-h2020-services-climatiques-pour-afrique\/","title":{"rendered":"Expertise H2020 &#8211; Services climatiques pour l&rsquo;Afrique"},"content":{"rendered":"\n<div class=\"wp-block-image\"><figure class=\"alignleft\"><a href=\"https:\/\/www.atmoterra.com\/wp\/wp-content\/uploads\/2015\/06\/European_Commission1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"208\" src=\"https:\/\/www.atmoterra.com\/wp\/wp-content\/uploads\/2015\/06\/European_Commission1-300x208.jpg\" alt=\"European_Commission\" class=\"wp-image-294\"\/><\/a><\/figure><\/div>\n\n\n\n<p>ATMOTERRA a r\u00e9cemment fourni son\u00a0expertise technique pour la Commission Europ\u00e9enne afin d&rsquo;\u00e9valuer les projets soumis dans le cadre du programme Horizon 2020 de l&rsquo;Union europ\u00e9enne pour la recherche et l&rsquo;innovation.<\/p>\n\n\n\n<p>Nous avons \u00e9t\u00e9 impliqu\u00e9 en tant qu&rsquo;expert pour le programme H2020 \u00ab <em><strong>Les dynamiques humaines du changement climatique &#8211; Construire un future bas carbone et r\u00e9silient au changement climatique<\/strong><\/em>  \u00bb, et plus particuli\u00e8rement pour le sujet LC-CLA-05-2019  \u00ab <strong>Services climatique pour l&rsquo;Afrique <\/strong>\u00bb.<\/p>\n\n\n\n<p>Nous avons travaill\u00e9 comme rapporteur sur 5 propositions de diff\u00e9rents consortiums (avec un budget entre 4 et 8 millions d&rsquo;Euros) dans un laps de temps de deux semaines puis discut\u00e9 sur deux semaines de plus ces \u00e9valuations avec les autres experts et la Commission dans le but de parvenir \u00e0 un consensus. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>  Call information                                             <\/p>\n\n\n\n<p>The COP21 Paris Agreement[[http:\/\/unfccc.int\/paris_agreement\/items\/9485.php]]\n (PA) marked the beginning of a new era in the fight against climate \nchange. Governments agreed to limit global temperature rise to well \nbelow 2\u00b0C and to make efforts to limit this to 1.5\u00b0C, as well as to \nenhance adaptive capacity, strengthening resilience and reducing \nvulnerabilities. This call contributes in its entirety to the Focus Area\n \u00ab\u00a0Building a low-carbon climate-resilient future\u00a0\u00bb, which brings together\n funding to support the goals of the PA.<\/p>\n\n\n\n<p><em>Actions in this call \naim to produce solutions for the achievement of the PA&rsquo;s mitigation and \nadaptation goals, and to further relevant scientific knowledge for the \nimplementation of the Nationally Determined Contributions (NDCs) and in \nadvance of key PA-related milestones, such as the publication of \nnational mid-century strategies (2020), the 6<sup>th <\/sup>IPCC \nassessment cycle (2018-2022) and the first global stocktake in 2023. \nActions also support relevant EU policies and objectives, such as the \nEnergy Union, Arctic policy, EU Adaptation Strategy and EU climate \ndiplomacy efforts. Special consideration will be given to cooperation \nwith strategic partner countries\/regions. Specific efforts have to be \npaid to communicating research results to a broader audience, including \nthe larger public. Ultimately, the actions are expected to support \nEurope&rsquo;s endeavours to implement not only the PA but also the \nSustainable Development Goals (SDGs), particularly SDG 13 &lsquo;Climate \naction&rsquo;, SDG 6 &lsquo;Ensure availability and sustainable management of water \nand sanitation for all&rsquo;, SDG 11 &lsquo;Sustainable cities and communities&rsquo;, \nSDG 14 &lsquo;Life below water&rsquo; and SDG 15 &lsquo;Life on land&rsquo;.<\/em><\/p>\n\n\n\n<p>\nSpecific Challenge:<\/p>\n\n\n\n<p>As \nclimatic changes increasingly place populations under pressure, human \nbeings are already adapting. However, less developed countries \u2013 \nparticularly in Africa \u2013 are often less resilient to climate change and \nrequire the deployment of appropriate support to adaptation, including \nin the form of bespoke climate services tailored to users&rsquo; needs. There \nis some evidence that climate change may already be playing a role in \nshaping population migration patterns around the world (e.g. Africa to \nEurope). It is important to make use of the wealth of available \nsocio-economic and geophysical data to better understand these patterns \nin order to develop appropriate policy responses.\nScope:<\/p>\n\n\n\n<p>a) <strong>Climate services for Africa:<\/strong>\n Actions should exploit new, relevant climate data made available by \nCopernicus and other relevant sources (such as GEOSS) and create \ndedicated climate services for Africa for at least two of the following \nsectors: water, energy, food security, land use<sup><a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/opportunities\/portal\/#fn1\">[1]<\/a><\/sup>,\n health and infrastructure. Actions should develop and deliver \ntools\/applications which demonstrate clear end-user engagement, \nconsultation and participation, and which enhance planning and \nimplementation of climate adaptation strategies in Africa. Actions \nshould consider activities addressed by other initiatives such as the \nGlobal Framework for Climate Services (GFCS), Copernicus, and \ndevelopment cooperation activities, and provide added value.
